CGRF — Consumer Grievance Redressal Forum

A statutory body where consumers can submit grievances if they are not satisfied with the remedy provided by the internal grievance cell within two months. If dissatisfied with the Forum's order, consumers can escalate to the Electricity Ombudsman within 60 days.

DOA — Distribution Open Access

MERC's Distribution Open Access Regulations govern how consumers can access the electricity distribution network from third-party generators. These regulations were originally issued in 2014, revised in 2016, and subsequently amended.

ENERGY EFFICIENCY

A section covering MSEDCL's programs and guidelines aimed at reducing electricity consumption — including initiatives like energy audits, efficient appliances, and demand-side management for consumers and industries.

GENERAL RENEWABLE ENERGY

Covers MERC regulations and policies related to renewable energy sources such as solar, wind, biomass, and bagasse — including Renewable Purchase Obligations (RPO) and related tariff frameworks.

KNOW YOUR BILL

An educational/consumer awareness section that helps MSEDCL consumers understand the various components of their electricity bill — such as energy charges, fixed charges, fuel adjustment charges, and electricity duty.

MERC — Maharashtra Electricity Regulatory Commission

The statutory body that regulates electricity in Maharashtra. It oversees distribution licensees like MSEDCL, sets tariffs, and has established 18 Consumer Grievance Redressal Forums (CGRFs) across the state.

MSKPY — Mukhyamantri Saur Krushi Pump Yojana

A Maharashtra government scheme to install off-grid solar photovoltaic water pumping systems for farmers who do not have conventional electricity connections for agricultural pumps.The government bears 90–95% of the pump cost, making solar-powered irrigation affordable for eligible farmers in Maharashtra.

MSKVY — Mukhyamantri Saur Krishi Vahini Yojana

A government initiative to solarize at least 30% of agricultural feeders in Maharashtra by providing daytime solar power to farmers. Under MSKVY 2.0, MSEDCL aims to procure 7,000 MW of solar power through competitive bidding to meet Renewable Purchase Obligations and reduce power costs for agricultural consumers.

NSC — Net Surplus Compensation / Net Surplus Charges

In the context of MSEDCL's net metering (rooftop solar), this refers to the credit or compensation given to consumers whose solar systems generate more electricity than they consume. The surplus exported to the grid is tracked and settled, typically annually, at a designated rate.

POWER TRADING

Covers regulations and procedures for buying and selling electricity in the open market — including short-term and long-term power purchase agreements, inter-state trading, and power exchanges relevant to MSEDCL.

ROOFTOP SOLAR MH

Covers MSEDCL's rooftop solar program for Maharashtra — guidelines for installation of rooftop solar panels, net metering applications, grid connectivity, and eligible subsidies for residential and commercial consumers.

SAFETY REGULATIONS

Covers the Maharashtra Electricity Supply Code and Indian Electricity Rules pertaining to safe installation, maintenance, and use of electrical equipment — applicable to consumers, contractors, and MSEDCL staff.

TESTING MSEDCL

Refers to the testing and inspection procedures carried out by MSEDCL for meters, electrical installations, and equipment — ensuring compliance with technical standards before new connections are released or disputes about meter accuracy are resolved.

TOA — Transmission Open Access

MERC's Transmission Open Access Regulations govern how generators and consumers can use the high-voltage transmission network. The TOA Regulations were first issued in 2014, revised in 2016, and have been amended subsequently alongside the DOA Regulations
